Tierre Jeanné-Porter is the newly appointed
Vice President for Employee Development and Labor
Relations.Formerly the Vice President for Planning,
Quality & Compliance at IPRO, a not-for-profit
health care corporation, Ms. Jeanné-Porter monitored
organizational compliance with federal/state regulatory
requirements, led company-wide strategic planning
initiatives and championed continuous quality
improvement. Her active involvement and expertise
in compliance matters led to her appointment,
by the Commissioner of the New York State Department
of Health, to a statewide Data Protection Review
Board, which reviews requests to use protected
health care information. Additionally, under her
leadership, IPRO’s Performance Management System
was certified to the international ISO 9001:2000
quality standards and received a New York Empire
State Advantage Silver Award in 2007.
Ms. Jeanné-Porter also served as the Deputy Regional
Administrator for the New York-based office of
the Center for Medicare & Medicaid Services (formerly
the Health Care Financing Administration). During
her tenure at the federal health care agency,
she co-founded the local Labor-Management Partnership
Council to mediate labor relations disputes and
also helped to develop a national Alternative
Dispute Resolution pilot program. Ms. Jeanné-Porter
collaborated with the Office of Civil Rights to
design a training course to educate staff about
regulatory requirements for recipients of federal
financial assistance.
During a 10-year stint at the Region II office
of the U.S. Environmental Protection Agency, Ms.
Jeanné-Porter helped to establish multi-million
dollar State Revolving Loan Fund programs in New
York, New Jersey and the Commonwealth of Puerto
Rico. As head of a $500 million Grants, Contracts
& Audit operation, she co-chaired a national regulatory
workgroup that developed fast-track operational
guidance for the multi-million dollar Performance
Partnership Grant program. Additionally, in her
role as the Deputy Director of Enforcement & Compliance
Assistance, she led the implementation of a pilot
Environmental Justice course to train attorneys
and engineers in the use of legal mechanisms,
census data and cultural diversity principles
to involve communities in case settlements.
Ms. Jeanné-Porter holds a Juris Doctor degree
from Hofstra University School of Law and a Bachelor
of Science degree from Central Michigan University.
She has been a member of the New York State Bar
since 1988 and is also admitted to the United
States District Court for the Eastern and Southern
Districts as well as the United States Supreme
Court. In 2006, she received recognition from
the New York State Bar Association for providing
pro bono legal services to the poor under the
Empire State Counsel program. Ms. Jeanné-Porter
is also a member of the following organizations:

Delta Sigma Theta Sorority, Nassau Alumnae Chapter;
National Coalition of 100 Black Women, Long Island
